José Manuel Pacho Sánchez

José Manuel holds a degree in Computer Science from Universidad Politécnica de Madrid (UPM), an Executive MBA from IE Business School, a Master's in IT Technology and Systems Management from UPM; he is recognised by ISACA as a Certified Information Systems Auditor (CISA) and is a Career Civil Servant in IT Systems and Technologies in the Central Government.
He has developed an extensive professional career both in private companies and in Government. Involved mainly in the fields of digital business, transformation processes, economic management, public procurement and management of human teams.
He has more than 15 years of experience in the private sector, in companies such as Grupo Cofares, Fujitsu or Kuwait Petroleum. Subsequently, since 2005, he has held positions of responsibility within the Public Sector, as Head of Procurement Area at the Ministry of Finance, until 2010, and as Deputy Director-General for Planning and Innovation at the Directorate General of Health Information Systems of Madrid Region, until 2013. Then, he was appointed CIO at FROB, being the chief responsible for the information technologies of the body, until his incorporation into the ICO, in March 2019, as Director for Information Systems.
He also has a long experience as a speaker and collaborator in different publications, forums and media, in a variety of fields of sectors such as public, technology, health or energy. He has taught Strategic Management, Government Procurement and Digital Administration.
As General Technical Officer and Head of Resources at ICO, he is responsible for the planning and execution of policies in the fields of digitalisation, technology and information systems, human resources and material resources, as well as the coordination of systems and projects related to the efficiency and operation of the organisation.
The Technical and Resources Directorate-General is responsible for the Information Systems Directorate, the Human Resources and CSR Department and the General Services and Assets Unit.
