Connecting Europe Facility - Transport: Blending finance (loan+grant) to promote alternative fuel supply infrastructure

The CEF-T Programme (Connecting Europe Facility Transport) promotes the participation of public and private investors and financial institutions in projects that contribute to the environmental sustainability and efficiency of the transport sector in Europe.  

The programme includes the Alternative Fuel Infrastructure Finance (AFIF) facility, which consists of blending financing (loan + grant) aimed at promoting alternative fuel supply infrastructures in the Trans-European Transport Network ("TEN-T").

ICO, as an Implementing Partner (IP) of the European Commission, together with the Ministry of Transport and Sustainable Mobility (MITMS), studies and contributes to the search for eligible projects, offering its direct funding programmes to ensure the closure of project funding and thus contribute to the blending operation, consisting of the combination of the European Union's CEF grant with the long-term financing of the projects, usually through loans, but also through capital or any form of repayable support. 


This facility is implemented through calls for proposals. The second call of the Alternative Fuels Infrastructure Facility (AFIF) is currently open (within the MFF 21-27) with a budget of 1 billion euros for the whole of Europe, of which 780 million euros are in the general framework for projects in Spain.

To support this second AFIF call (AFIF 2), ICO renewed in April 2024 the partnership agreement with the Department of Mobility and Transport (DG MOVE) of the European Commission.
