The Government appoints Manuel Illueca as president of the Instituto de Crédito Oficial (Official Credit Institute)

The Council of Ministers has approved the appointment of Manuel Illueca as the new president of the Instituto de Crédito Oficial (ICO), a public business entity attached to the Ministry of Economy, Trade and Enterprise.
Manuel IIlueca holds a PhD in Business Administration and Management from the Universitat Jaume I in Castellón and a degree in Economics and Business Administration from the Universitat de València.
Manuel Illueca has extensive experience in administration, where he headed the Instituto Valenciano de Finanzas from 2015 to 2023. He was also chairman of the Sociedad de Garantía Recíproca de la Comunidad Valenciana from 2016 to 2023 and, from September 2023, he held the position of CEO at Findango Finance.
Until his appointment, he held the position of Director General of Risks and Financial Control at ICO, where he participated in the design and implementation of the main loan lines of the Recovery Plan managed by the Instituto de Crédito Oficial, as well as in the preparation of the institution's multi-year budget for 2025-2028.
He also has extensive experience as a teacher and researcher, having worked from 2004 to 2015 as a lecturer in Financial Economics and Accounting at the Universitat Jaume I, and as an associate researcher at the Instituto Valenciano de Investigaciones Económicas.
He has published several research articles in leading international journals such as Journal of Future Markets, Review of Finance or Journal of Financial Intermediation, as well as in national publications such as Investigaciones Ecónomicas, Spanish Economic Review or SERIES, and has been editor of the Spanish Revista de Contabilidad RC-SAR.
Manuel Illueca takes over from José Carlos García de Quevedo, who has headed the ICO since June 2018. Under his mandate, the ICO managed the COVID Guarantee programme and has implemented the main lines of loans with European funds under the Recovery Plan.
